A diverse group of characters, from President Woodrow Wilson to activists Kate Richards O’Hare and Emma Goldman, labor leader Eugene Debs, young bureaucrat J. Edgar Hoover, and a leftwing agitator who was actually Hoover’s secret informant, all played a role in this tumultuous time.
